Chapter IX · The three chambers

The constitutional decisions of Alerta require the agreement of three chambers: Vigías, Expertos and Aliados. No chamber modifies the founding document on its own. This chapter develops the practical operation of the model formalized in Article IV.

Composition of the chambers

The Chamber of Vigías brings together a rotating selection of active Vigías with trust above the founding threshold. The annual lottery determines its members among those who meet the criteria.

The Chamber of Expertos brings together the verified Expertos of the disciplines relevant to the operation. Its composition reflects the diversity of fields of knowledge.

The Chamber of Aliados brings together the active Aliados that meet criteria of seniority and minimum redemption volume.

Amendment procedure

A constitutional amendment proposal follows a procedure with public timeframes: submission, comment period of two weeks, chamber deliberation of an additional two weeks, independent vote in each chamber, ratification with grace period of four weeks. The complete detail is in Article IV.

Operational decisions

Operational decisions of smaller scale (product changes, adjustments of operational parameters, modifications of administrative procedures) are resolved in management councils with public reports directed to the three chambers. These decisions do not require tricameral agreement, yet they remain subject to review and to possible amendment by the chambers when they rise to the constitutional level.

Institutional calendar

The institutional calendar of Alerta defines the recurring annual milestones: the lottery of the Chamber of Vigías, the partial renewal of the Chamber of Expertos, the annual external audit, the publication of the institutional report, the plenary assemblies of each chamber. The calendar is published twelve months in advance.
