The launch of Alerta follows a sequence of four phases distributed across twelve to fourteen initial weeks. Each phase has bounded objectives, verifiable closure criteria, and an explicit decision before advancing to the next.
The four phases
Phase 1A · Closed beta
Initial period with five to ten Vigías known personally by the founding team. Objective: validate the complete submission, moderation and publication flow with a reduced test group. Includes a photographic collaboration on the Costa Verde as inaugural editorial content.
Phase 1B · Founding circle
Incorporation of three to five public Peruvian figures as members of the founding circle, with Saphi and Antiari named as institutional facilitators. This phase formally constitutes the three chambers in accordance with Article IV and allows the constitutional ratification of the framework document.
Phase 1C · Public soft launch
Opening of public registration with a first physical civic action announced as launch milestone. Marks the beginning of open operation and the activation of the seed economy in its complete modality.
Phase 2 · Voices section
Opening of the Voices section with real Limeños once the platform has demonstrated sustained operational capacity during the previous weeks. It is the phase that extends the editorial reach beyond the team and the founding circle.
Institutional milestones of the first year
- Month 3. First monthly report of the seed economy.
- Month 6. First quarterly report of the Waqf Corpus.
- Month 9. First lottery of the Chamber of Vigías.
- Month 12. First annual external audit and publication of the institutional report.
Pending decisions
Some decisions remain open as of this version 0.2 of the documentation. Among them: the final implementation modality of the founding circle in Phase 1B (Option B preferred by the founding team, decision pending), the activation of the auth.alerta.earth domain (deferred pending DNS migration), and the selection of the auditing firm for the first annual exercise.
