This registry gathers each amendment to the constitutional document. Each entry documents the date, the chamber or chambers that promoted it, the public comment period, the votes by chamber, the date of entry into effect and the exact text of the change. Article IV regulates the procedure. Article XII establishes the obligation to publish this registry.
Current state of the document
The constitutional document of Alerta is in version 0.2, in editorial draft condition. This version was prepared by the founding team and published for open civic consultation. The formal ratification of the document requires the constitution of the three chambers in accordance with Article IV and the concurrence of the three chambers during the initial ratification procedure, scheduled for Phase 1B of the launch calendar.
Until formal ratification occurs, modifications to the text are handled through the editorial process conducted by the founding team, with prior public communication of each substantive change. Subsequent modifications after ratification will be handled through the tricameral procedure described in Article IV.
Formal amendment procedure
Starting from the constitutional ratification of Phase 1B, modifications to the document follow the procedure below. The complete detail is in Article IV and is reproduced here in its operational form.
Stage 1, proposal. Any member of any of the three chambers may propose an amendment. The proposal is submitted in writing to the editorial team and includes the text of the article being modified, the proposed replacement text, the rationale, and the signature of the proposer. The editorial team publishes the proposal in this registry within the forty-eight hours following its receipt.
Stage 2, public comment period. Once published, the proposal is subject to public comment for two weeks. Comments may come from any entity of the system and from any person of the general public. Comments are published together with the proposal and form part of the file.
Stage 3, chamber deliberation. Once the comment period concludes, each of the three chambers deliberates the proposal for an additional two weeks. Deliberations are conducted in accordance with the internal procedures of each chamber, which are public and remain on record.
Stage 4, vote. Each chamber votes the proposal independently. Approval requires a simple majority in each of the three chambers. Votes are held separately and results are published immediately.
Stage 5, ratification. If the proposal obtains a simple majority in each of the three chambers, it is ratified. If it does not obtain majority in one of the three chambers, the proposal is archived and may be presented again after a period of no less than six months.
Stage 6, grace period and entry into effect. A ratified amendment enters into effect four weeks after the date of ratification. During this period, the editorial team implements the corresponding operational changes and communicates the entry into effect to the entities of the system.
Registry of ratified amendments
As of the publication date of this registry, no amendment to the constitutional document has been ratified. The first formal amendment may be presented starting from the initial constitutional ratification of Phase 1B.
When an amendment is ratified, the corresponding entry will be published in this registry with the following structure:
- Amendment number in chronological order.
- Date of proposal and proposing chamber member.
- Affected article and text of the change.
- Summary of the public comments received.
- Result of the vote in each of the three chambers.
- Date of ratification.
- Date of entry into effect.
- Link to the complete file of the procedure.

The modifications applied to the document during the editorial draft phase (prior to the constitutional ratification of Phase 1B) are recorded here in summary form. The complete detail is available in the editorial repository of the project.
