This document describes the complete path that a person travels from the moment they express interest in becoming a Vigía to the moment they are activated as one. The process typically lasts between three and five weeks and operates under the editorial code of Alerta.
The seven stages
1 · Expression of interest
The first stage is a public or private expression of interest. Whoever wishes to become a Vigía completes a brief form at vigia.alerta.earth with their name, contact, preferred territorial zone, and a short note (between fifty and two hundred words) on why they consider their participation contributes to the civic fabric of the city.
The note is evaluated for the sincerity of motivation. Literary brilliance carries no weight in the decision. The editorial team seeks people with sustained commitment, not extraordinary candidates for a single episode.
2 · Identity verification
Once the expression of interest is received, the system requests identity verification. Verification is mandatory and constitutes the condition of compliance with Article VI on operational truth.
Verification is performed by one of three methods: current Peruvian identity document, current passport, or current foreign resident card. The document is uploaded through an encrypted channel and remains accessible only to the validation team with assistance from Agent 03. The document is not published, not shared with third parties, and not used for any purpose other than initial verification.
After verification, the document is preserved in secure storage for the time the person maintains active participation, plus twelve additional months. After that period, the document is deleted from the system irreversibly.
3 · Initial interview
Once identity is verified, the editorial team coordinates a forty-five minute interview. The interview may be in person (at the Alerta editorial space in Lima) or by video call. Its purpose is not to filter candidates. Its purpose is to understand the motivation of the person, their territorial context, their areas of interest, and any particular safety consideration relevant to their participation.
The interview is recorded in internal notes of the editorial team. It is not recorded or automatically transcribed.
4 · Training modules
The training is composed of seven modules, each with an approximate duration of forty to sixty minutes. The modules may be completed in any order, at the pace of the aspiring Vigía, within a maximum period of four weeks from the initial interview.
- Module I. The purpose of Alerta and the constitutional document.
- Module II. What constitutes an observation. How it is drafted. How it is documented.
- Module III. The verification chain. How an observation is validated. How it is published.
- Module IV. Civic safety. Article V protocols. Typical cases of exposure and response.
- Module V. The seed economy. How they accumulate, how they are redeemed, what Aliados do.
- Module VI. The editorial code. Voice, register, forms the system does not accept.
- Module VII. Saphi Intelligence. What the twelve agents do. What the person decides, what the algorithm assists.
Each module closes with a brief comprehension evaluation. The evaluation is not eliminatory. If a module is not passed on the first attempt, the person may repeat it as many times as needed. The important thing is that comprehension is settled before proceeding.
5 · First supervised observation
After the training, the aspiring Vigía documents their first observation under supervision of the editorial team. Supervision does not consist of physical accompaniment. It consists of editorial review of the documented observation, with detailed feedback on composition, precision, metadata, language and traceability.
The first supervised observation typically requires two or three iterations before being approved. Each iteration produces specific learning. The purpose of the exercise is to settle the editorial standard before full activation.
6 · Activation
Once the previous five stages are completed, the Vigía is activated. Activation produces the following effects:
- Full access to vigia.alerta.earth with the capacity for direct submission of observations.
- Assignment of the baseline accumulated trust corresponding to the role (see Trust Score).
- Initial emission of seeds as recognition of the completed training path.
- Registration in the public directory of active Vigías, with the visibility modalities the Vigía chooses in their preferences.
- Access to the personalized weekly editorial cards emitted by Agent 01.
7 · Continuous path
Activation marks the beginning of the continuous path. During the first three months, the editorial team maintains close contact with the newly activated Vigía, offering feedback on observations, suggestions of territorial areas with low coverage, and opportunities for thematic deepening.
From the fourth month onwards, contact occurs on demand. The Vigía may request additional accompaniment, review their trust profile, participate in thematic sessions with Expertos and consider their candidacy for the Chamber of Vigías if their accumulated trust exceeds the founding threshold.
What the process does not require
The incorporation process to Alerta explicitly forgoes the following practices:
- No initial economic contribution of any kind is required.
- No minimum activity quota is required during the first quarter.
- No exclusivity is required. A Vigía may participate simultaneously in other civic initiatives.
- No physical presence at institutional events is required.
- No affiliation with a political party, religious organization, or specific cultural entity is required.
Resources during the process
During the incorporation process, the aspiring Vigía has access to the following resources:
- Editorial mentor. A person from the editorial team assigned as a single point of contact during the entire process.
- Peer community. Access to a private channel where other aspiring Vigías in process share questions and experiences.
- Reference documentation. This entire documentation and the complementary resources listed in each module.
- Monthly group sessions. Voluntary gatherings where the editorial team presents concrete cases and answers questions live.
How to begin
The expression of interest form is available at vigia.alerta.earth/onboarding when Phase 1A is active. During Phase 1A, incorporation is restricted to five or ten people personally known to the founding team. Public opening of the process occurs in Phase 1C in accordance with the Roadmap.
