The answers that follow are directed at those approaching Alerta for the first time. When a question admits broader development, the answer links to the corresponding chapter of the document.

About Alerta

What exactly is Alerta?

Alerta is a civic operating system for cities. It organizes citizen observation, expert validation and economic reciprocity under a single constitutional architecture. A complete first reading of fifteen minutes is at What Alerta is.

Who operates Alerta?

Draft 0.2 was prepared by the founding team in Lima, in collaboration with Saphi International Holding Corp. Daily operations rest with the editorial team. Institutional governance rests with the three constitutional chambers described in Article IV, which are formally constituted during Phase 1B of the launch calendar.

How is this different from a social network?

A social network competes for the attention of those who use it. Its success is measured in interactions. Alerta explicitly forgoes that logic in accordance with Article I. The success of Alerta is measured by civic action that occurs outside the platform as a consequence of what occurred within. Prolonged screen time constitutes a signal of operational failure.

How is it funded?

Three complementary sources. First, the initial investment contributed by Saphi International and its institutional investors. Second, agreements with corporate partners, government agencies and sponsoring entities published in the open registry in accordance with Article XII. Third, implementation services that Saphi provides to other cities that adopt the protocol under Article XIII.

Why Lima?

Lima gathers three conditions that make it a natural first installation of the protocol. A civic tradition with active local institutions. An observation density sufficient for the system to produce value from the first month. An operational proximity to the founding team, which operates from the city and knows its institutional fabric.

For Vigías

How do I become a Vigía?

The complete process is described in Vigía onboarding. In general terms: expression of interest, identity verification, initial interview, training modules, first supervised observation, activation. The typical time from expression of interest to activation is three to five weeks.

Do I need any qualification?

No specific professional qualification is required. Required: minimum availability (around three hours per week during the first quarter of activation), capacity to document observations rigorously and willingness to operate under the editorial code of Alerta. Qualification is built during the training process.

How much do I earn as a Vigía?

The economic system of Alerta does not operate by direct monetary compensation to the Vigía. Validated observations generate seeds, which the Vigía can redeem for real goods and services at the Aliado network. The complete operation is described in The seed economy and in The seed as record.

Who protects my identity when I document something sensitive?

The identity, location and physical safety of Vigías constitute information protected with absolute character in accordance with Article V. Alerta operates an active response protocol for any situation in which a Vigía has been exposed, including legal assistance, content withdrawal and personal accompaniment.

Can I stop being a Vigía when I want?

Yes. Participation in Alerta is voluntary in all its terms. A Vigía may pause activity temporarily or withdraw definitively without process or penalty. Accumulated trust remains recorded, decays in accordance with the published operational table, and remains available for reactivation if the Vigía returns.

About the seed

Is the seed a cryptocurrency?

No. The seed is an accounting record of verified participation, without secondary market and without speculative listing. The platform closes that door by constitutional design in accordance with Article VIII. Whoever interprets the seed as a financial asset misinterprets its nature.

Why does it decay?

To prevent private accumulation and maintain circulation as a condition of existence of the system. The decay is called demurrage and materializes in economic terms the principle of reciprocity. The historical precedent is the proposal of Silvio Gesell, applied in Wörgl in 1932. Complete development in Article IX.

Can I exchange my seeds for money?

Seeds are redeemed for real goods and services at network Aliados rather than being converted directly into fiat currency for the Vigía. Aliados, in turn, receive transfer in fiat currency charged to the redemption reserve of the Waqf Corpus. The operation is described in Treasury.

What happens if an Aliado does not accept my seed?

Any active Aliado of the network must accept seeds up to the operational limit declared by their catalog. If a redemption is unjustifiably rejected, the Vigía may report the situation to the editorial team, which mediates and, where appropriate, suspends the Aliado from the registry. On privacy

What data does Alerta collect about me?

The data strictly necessary to operate the system: verified identity, contact data, documented observations and activity records. The complete detail is in the Privacy policy. Alerta does not collect usage behavior data (screen time, scroll patterns, retention metrics) because its institutional model does not depend on them in accordance with Article I.

Are my observations public with my name?

It depends on the observation. Observations without exposure risk are published with public attribution if the Vigía consents. Observations with risk are published under modalities of anonymity when anonymity is a condition of protection, in accordance with Article V. In all cases, internal traceability remains recorded for audit purposes.

Can I request the deletion of my information?

Yes. The right to deletion of personal data is guaranteed in accordance with applicable legal framework. Published observations remain in the historical record under anonymity modalities compatible with the request. The request procedure is described in the Privacy policy.

On technology

Is this built on blockchain?

No. Alerta operates on traditional infrastructure (PostgreSQL via Supabase, React frontend, edge functions). The seed is constitutionally designed to not be a crypto-asset in accordance with Article VIII, so the use of blockchain would have introduced technical complexity without added institutional value.

What exactly does Saphi Intelligence do?

Saphi Intelligence is a constellation of twelve algorithmic agents that assist the operation of Alerta without replacing it. Each agent has bounded responsibilities (queue triage, identity validation, trust calculation, territorial silence detection, and so on). The operation is formalized in Article X and developed in the Agent catalog.

Can I build on top of Alerta?

Yes, within the limits of Article XIII if the intent is to adopt the protocol for another city, or in accordance with the builders code published in For builders if the intent is to extend or complement the existing operation. Software components will pass to the public domain under open license in case of orderly dissolution, in accordance with Article XIV.

On the institution

How is the Constitution modified?

Any member of any of the three chambers may propose an amendment. The procedure includes a public comment period of two weeks, chamber deliberation of an additional two weeks, independent voting in each chamber, and ratification with a grace period of four weeks. What happens if the founding team disappears?

The tricameral structure is designed to sustain itself without the founding team. Operational continuity is backed by the corresponding reserve of the Waqf Corpus in accordance with Article II. The orderly dissolution protocol of Article XIV anticipates the limit case.

How do I subscribe to updates?

Through the RSS feed available at /en/feed.xml. Constitutional amendments are announced two weeks in advance and recorded in the registry of amendments.
